About the FSCFN

The Forum of State Commissioners for Finance of Nigeria (FSCFN) is an umbrella organization comprising the Finance Commissioners from all 36 states of Nigeria. This body aims to promote unity among the states, critically assess the activities of government revenue-generating agencies, and influence FAAC decisions and fiscal policies for the benefit of the sub-nationals. The Forum’s motto is “Empowering States, Enhancing Nigeria’s Fiscal Future with Service and Accountability.

Mission of the FSCFN


Our mission is to promote sound financial management practices within the states, advocate for effective fiscal policies, and ensure that all states can achieve sustainable economic growth and development. Through collective action and shared knowledge, we aim to address the diverse financial challenges faced by our states while contributing to the overall stability and prosperity of Nigeria.

 

  • Unity and Cooperation: The Forum aims to promote unity, mutual assistance, and cooperation among its members, who are the Commissioners of Finance from the 36 States of Nigeria and the Director of Finance of the Federal Capital Territory Administration (FCTA).
  • Protecting Common Interests: It serves to protect the common interests of its members, particularly in influencing the decisions of the Federation Account Allocation Committee (FAAC).
  • Policy Input: The Forum provides constructive input to ensure the best fiscal and financial policies are formulated and implemented for the benefit of the States and the Federation.
  • Discouraging Rivalry: It aims to eliminate unhealthy rivalry and divisive tendencies that could undermine the interests of the Forum members.

Vision of the FSCFN

The Vision of the forum shall be to provide a prime platform for unity, cooperation and purposefulness for the commissioners of finance of the 36 states of the Federal Republic of Nigeria and Directors of the Finance of capital territory administration.

What We Do

  • Policy Advocacy: FSCFN actively engages with the Federal Government and other key stakeholders to influence and shape national fiscal policies that affect the states. We advocate for policies that promote equity, fairness, and sustainability in the distribution and use of financial resources.
  • Pre-FAAC Meetings: Organize meetings to set the agenda and review the Technical Committee’s report, comprising the State Accountants General and the Director of Finance of the FCT.     
  • Decision-Making: Make decisions and recommendations to influence actions favorable to the fiscal interests of the States and the FCT.
  • Advisory Role: Advise the Federal Government through the FAAC Chairman’s office, in council and the FCT.
  • Program Initiation: Identify and initiate programs that complement the proper implementation of the national budget, especially regarding federal revenue generation and distribution
  • Consideration of Obligations: Review outstanding obligations between the Federal Government and the States.
  • Non-Partisan Engagement: Engage in activities that promote good governance and sound fiscal policies, while remaining non-partisan.
  • Annual Conference: Organize the annual National Council on Finance and Economic Development (NACOFED) Conference to enhance awareness, duty, and efficiency among members for excellent service.
  • Mutual Support: Promote unity among members and provide social support during significant events, promotions, and bereavements.
  • Technical Sessions: Conduct bi-annual technical sessions on contemporary issues to enhance members’ understanding of finance and accountability.
  • Expertise Development: Create opportunities for expertise in administrative and financial management, and provide exposure to national policies and their implementation.
      • Capacity Building: We are committed to enhancing the skills and competencies of state finance personnel through training programs, workshops, and knowledge-sharing initiatives. Our goal is to build a cadre of financial experts who can effectively manage the public finances of their respective states.
      • Collaboration and Coordination: FSCFN provides a platform for Finance Commissioners to collaborate on common challenges, share best practices, and develop coordinated responses to economic issues. We believe that by working together, we can achieve more than by acting alone.
      • Research and Analysis: We conduct research and analysis on key financial and economic issues affecting the states, providing data-driven insights that inform policy decisions. Our research efforts are aimed at identifying opportunities for improvement and innovation in public financial management.
